EARLY CHILDHOOD SPECIAL EDUCATOR
 
Services will be provided to patients 0 to 36 months of age and, upon request of the MTF clinic supervisor, older patients up to 21, and their families, in accordance with standards established by Joint Commission on Accreditation of Healthcare Organizations (JCAHO), applicable MTF standards, and standards of the American Board applicable to employee’s specialty. Services provided by Early Childhood Special Educator will include developmental screenings, diagnostic and treatment services, family training and counseling for children and their families. Service settings may include the children’s homes, child care centers, schools and other military community settings. Functions will also include child-find activities, and community awareness and education programs. The majority of services may be requested to be performed within the child’s natural environment. Upon request, Early Childhood Special Educator will also provide technical assistance, consultation, staff training, and quality assurance, upon request by the Government to Magnum Medical Overseas.
Early Childhood Special Educator will subscribe to the inter/transdisciplinary model of service delivery and shall utilize the range of resources and approaches to provide appropriate, coordinated services to clients.

 
All personnel providing service under this Agreement shall attend Individual Family Service Plan (IFSP), Individualized Education Plan (IEP), and other related meetings and present their evaluations and recommendations. Recommendations for specific programs, i.e. TEACH, LOVAAS, etc. will not be presented. Treatment will be discussed in theoretical terms such as behavior therapy, educational, etc. Eligibility of particular beneficiaries will be determined in accordance with applicable regulations or instructions.
All reports and documentation of services will be performed on Government-approved forms and Government-approved automatic record-keeping systems, in accordance with MTF and Government policies. The Early Childhood Special Educator agrees to complete official correspondence using prescribed formats.
Early Childhood Special Educator will possess and utilize computer literacy and computer skills throughout the term of this Agreement, and will maintain patient files in accordance with Government and MTF regulations.

An Early Childhood Special Educator shall perform duties including the following:
A. Provide services to infants and toddlers ages 0 months to 36 months (inclusive), which shall consist of specially designed instruction, physical education to meet the unique needs of a child with a disability, instruction conducted in the classroom, in the home, in hospitals and institutions, and in other settings.

B. Screen and/or oversee early childhood special education screening of infants and toddlers to determine the likelihood of developmental delay.
 
C.Participate in the evaluation of infants and toddlers to determine their level of functioning, strengths and concerns in cognitive, motor, speech-language, socio-emotional and adaptive developmental areas.
 
D. Determine the appropriate curriculum, strategies and goals for a program of intervention that addresses delays or potential developmental delays.
 
E. Assist family members to determine priorities, identify concerns and set goals for their child with developmental disabilities.
 
F. Provide case-management services for families and liaise with school-based or other community-based service delivery programs.
 
G.Provide assistance and training to implement home-based intervention plans.
 
H.Provide consultation to ensure smooth transition from Early Intervention to special needs of preschool.
 
I. Perform limited administrative duties, which may include maintaining statistical records of workload and data entry and analysis of patient outcomes.
 
J. Serves as an IFSP/IEP family service coordinator on assigned infants/toddlers and their families.
 
K. Participate in peer review and performance improvement activities.
 
L. Perform efficiently in emergency patient situations following established protocols, remaining calm, informing appropriate persons, and documenting events. Anticipate potential problems/emergencies and make appropriate interventions. Notify Government supervisor, director, or other designated person regarding problems that the HCW is unable to manage.
 
M. Participate in the implementation of the Family Advocacy Program as directed. Participation shall include, but not be limited to, appropriate medical examination, documentation, and reporting.
 
N. Exercise awareness and sensitivity to patient/significant others' rights, as identified within the MTF.
 
O. Attend and/or comply with all annual training classes required by the Command and the Department of Defense, to include but not limited to online annual training provided by the MTF: disaster training, infection control, Sexual Harassment, Bloodborne Pathogens, Fire and Safety, Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE), and all other required training.
 
P. Actively participate in the command’s Performance Improvement Program. Participate in meetings to review and evaluate the care provided to patients, identify opportunities to improve the care delivered, and recommend corrective action when problems exist.
 
Q. Participate in the provision of in-service training to clinic staff members. Provide training and/or direction as applicable to supporting Government employees (e.g., hospital corpsmen, students, etc.).
 
R. Attend and participate in various meetings as directed.
 
S. Operate and manipulate automated systems such as CHCS, AHLTA, ADS, Essentris, and Clinical Information System (CIS), participate in clinical staff Performance Improvement (PI) and Risk Management (RM) functions, as prescribed by the Commanding Officer. Maintain DoD email account as directed. The HCW shall be responsive to all email and voicemail communications.
 
T. As directed, the HCW shall participate in the MTF’s N95 Fit Testing Program in accordance with local policies and procedures.
