Description

Individuals will provide personal Dental hygiene services to all Active-Duty beneficiaries.

    1. The Dental Hygienist shall meet or exceed the industry standards by established principles, practices, and ethics of the American Dental Association standard of practice. The standards of performance for all employees provided by the contractor shall reflect the degree and care, skill, and learning expected of a reasonably prudent healthcare provider in the Dental Hygienist profession in the state of their practice.

 

    1. The Contractors will provide professional services to U.S. Coast Guard locations specified in the Performance Work Statement (PWS) (Attachment 3).

 

  1. Qualifications. The healthcare worker of Dental Hygiene services shall possess and maintain for the duration of this agreement:

 

    1. A diploma or certification from an accredited Dental Hygienist program.
    2. A current unrestricted active license/certification to practice Dental Hygiene from one of the 50 states, the District of Columbia, Puerto Rico, Guam, or the U. S. Virgin Islands.

. A current certification in Basic Cardiac Life Support (BLS) for the Health Care Provider by the American Heart Association (AHA), American Red Cross (ARC), and American Safety and Health Institute (ASHI), or the American College of Emergency Physicians (ACEP)

. A minimum of one (1) year of recent clinical experience (immediately preceding the submission

. "No adverse information on file" with the National Practitioners Data Bank (NPDB).

 

  1. Credential Review. The contractor shall submit with the proposal the following credentials to be evaluated for technical acceptability.

 

    1. A current resume including AT LEAST the following information:

 

      1. Degrees earned.
      2. Professional Experience.
      3. Career history.
      4. Professional Training/Courses attended in the past two years.
      5. Professional organization affiliations and memberships.
      6. Previous work references, including the name of the organization, number of years rendered, address, and name of the point of contact with the telephone number.
      7. Awards and certifications received.
 
  1. Professional Services. The Contractor shall perform a full range of comprehensive Dental Hygiene procedures and practices on site, using Government facilities, equipment, and supplies to a variety of patients. All aspects of Dental Hygiene service shall be commensurate with the capabilities of the health care worker and the Dental Clinic, including but not limited to the items listed below and in the PWS.

 

    1. Routine workload will be in response to government demand in the form of Dental Officer prescriptions and the regularly scheduled dental checkups and maintenance program of all residents. The primary workload is a result of appointments for outpatient and inpatient clients in response to the dental clinic's approved dental treatment schedule.
    2. The work environment involves risks typically associated with the performance of clinical dental procedures. The healthcare worker will maintain the concept of universal precautions.
    3. The healthcare worker is responsible for a full range of Dental hygiene procedures in support of the Dental clinic.
    4. To treat all Active-Duty beneficiaries presented for care.
    5. Case consultation with the referring Dental Officer.
    6. History, detailed examination, testing (to include blood pressure screening), and diagnosis.
    7. Performing dental prophylaxis to include ultrasonic and hand scaling, tooth polishing, and oral hygiene instruction.
    8. Performing infection control procedures, including disinfection and sterilization as appropriate, in addition to using appropriate barrier techniques.
    9. Performing extra and intraoral radiography and fluoride treatments.
    10. Maintain recall lists and assist in the management of routine active duty screenings.
    11. Prepare instruments for sterilization following clinic guidelines.
    12. Maintain schedules by the clinic SOP.
    13. Actual healthcare worker clinical activity will be a function of the overall demand for Dental Hygienist services. Healthcare worker productivity is expected to be comparable to that of other Dental Hygienists assigned to the same facility and authorized the same scope of practice.
    14. Coordinate with other healthcare departments and the clinic staff to provide complete care to patients.
    15. Maintain patient records by external accreditation organizations and established Coast Guard dental records maintenance requirements.
    16. Instruct in basic oral hygiene care.
    17. Dispose of contaminated waste by the standard procedures of the Dental clinic.
 

 

    1. Expose bitewing, periapical, and occlusal film utilizing bisecting angle or paralleling radiographic techniques.
    2. Assist the Dentist as needed.
    3. The healthcare worker shall maintain his or her operatory to meet the clinic's standards and may be assigned other duties as directed by the Clinic Administrator.
    4. All treatment plan recommendations beyond the capabilities of the clinic will first be referred to the clinic’s Senior Dental Officer, or Clinic Administrator, before any action is taken by the Contractor;
    1. Inventory medicine and drug stocks to ensure adequate supplies and controls.
    1. Greets and receives patients and directs them to appropriate care.
    1. Receives and screens phone calls.
    1. Files and maintains Healthcare records and electronic health records.

AA. Maintains the Health Record checkout file.

BB. Inputs daily patient information into the Clinic health information systems; CC. Schedules and tracks consultations for specialty care.

DD. Maintains referral log and notifies patients of appointments.

EE. Reviews and verifies patient eligibility for care by Defense Eligibility FF Enrollment Reporting System (DEERS) computer system guidelines.

GG. Prepare and submit appropriate documentation as specified in applicable regulations.

HH. Provides immediate evaluation and management of emergent problems as they occur in addition to regularly scheduled appointments.

II. Perform digital radiology procedures to include radiograph image management on the computer software program.

      1. An associate or bachelor’s degree from an accredited school of Dental Hygiene (a “Polaroid” picture is acceptable as a copy).
      2. A current unrestricted active license/certification to practice Dental Hygiene from one of the 50 states, the District of Columbia, Puerto Rico, Guam, or the U. S. Virgin Islands.
      3. A current certification in Basic Cardiac Life Support (BLS) for the Health Care Provider by the American Heart Association (AHA), American Red Cross (ARC), American Safety & Health Institute (ASHI), or the American College of Emergency Physicians (ACEP).
      4. At least three (3) letters of recommendation from recent employers.
